With Dumbbells completely at your sides, palms facing up, curl the Dumbbells up so they are parallel to the floor and your elbows in and as close to your body as possible. This is your starting position. From here start bringing the arms up in a circular pattern up, elbows still bent, until the knuckles almost meet at the top with your thumbs facing down, contract your delts for a full second then bring them slowly down to the starting position.
